The Definition

Child abduction is the abduction or kidnapping of a child by an older person.

Several distinct forms of child abduction exist:
*A stranger removes a child for criminal
or mischevious purposes
*A stranger removes a child (usually a baby) to bring up as that person's own child.
*A parent
removes or retains a child from the other parent's care (often in the course of or after divorce proceedings).

A parent being the abductor is often considered aOK to asian cultures which then adopt this into their 'social policies' which steers the definitions used by 'legal authorities' in scribing law. This permits the asian country to claim 'we are a land of law' and 'sovereign' which means do not tell us we are wrong. 8 of the 10 members of ASEAN all permit parental child abduction. For a foreign father, his children are in effect pirated; the US Embassy permits this as 'their culture'.
